Urban and Limited Service Areas

Urban service areas are those areas in and around existing communities which are most suitable for urban
development and capable of being provided with a full range of urban services. The urban service area boundaries represent the outer limits of planned urban growth over a long-term planning period.

CARPC and DNR approve sewer extensions and sewage treatment facilities based on USA boundaries, and USAs are included in areawide plans so that local, regional and state agency decisions can be coordinated, consistent, and capable of achieving desired growth and development patterns.

Regional plans also provide for Limited Service Areas; areas where only one or a few limited urban services, such as sanitary sewer service, is intended to be provided to special or unique areas, or areas of existing development experiencing sewage disposal problems.

For information on the USA amendment application process as it existed prior to the creation of the CARPC, please view the USA Amendment Packet.

For information on Limited Service Area amendment procedures please view Limited Service Area Policies document.

Please contact Barbara Weber at 266-9113 BarbaraW@CapitalAreaRPC.org for additional information.

Sanitary Sewer Extensions

For information on Sanitary Sewer Extensions procedures please view the Sanitary Sewer Extension Reviews document.

Sewer extension review fees were instituted for the CARPC 1/3/08.
Public sewer reconstruction projects are exempt from sewer extension review fees.
Fees are based on area receiving service as follows:
Less than 5 acres = $200
5 to 15 acres = $400
over 15 acres = $600
Please include a check payable to CARPC with your sewer extension submittal.

Please contact Kamran Mesbah at 266-9283 KamranM@CapitalAreaRPC.org for additional information.
