Regional Development Goals and Objectives, and Policies and Criteria

The Goals and Objectives, and Policies and Criteria developed by the Capital Area Regional Planning Commission were adopted and amended at the CARPC meeting on February 28, 2008. The Wisconsin Department of Natural Resources adopted and approved these Policies and Criteria as an amendment to the Dane County Water Quality Plan on Dec 11, 2008. DNR Letter

The CARPC worked diligently reviewing the original goals and objectives of the former RPC used in evaluating urban service area requests. The CARPC used the original goals and objectives and the service area policies and criteria of the 1997 Dane County Land Use and Transportation Plan as a starting point and modified them through extensive discussions.

The following draft documents are a reflection of this work. The drafts reflect additions and modifications that the majority of the commissioners felt were needed to update the documents.

Policies and Criteria Advisory Group

After issuing the above draft updates, the Commission created a Policies and Criteria Advisory Group (PCAG) composed of two appointees from each of the four CARPC appointing authorities (Mayor of the City of Madison, Dane County Executive, Dane County Cities and Villages Association, and Dane County Towns Association). The Advisory Group was charged with soliciting input from local units of government on the policies and criteria. View the final Report on the Recommendations of PCAG (PDF 1.7mb).
